The script was written by Lukovsky (instead of Paustovsky who refused) [2]. Pudovkin, Vasilyev and Golovnya began work on the production while they were being evacuated, all full-scale and combined filming of squadron battles were planned on the basis of the Black Sea Film Factory in Odessa.
